Bleek sustains that Roman-Dutch Law offers more equitable marriage and inheritance regimes, especially for vulnerable parties, as husbands, fathers, sons, and other male relatives are not inherently rational actors. Quietly passed by the Legislative Council, the Bill that proposes adopting the English Common Law marriage and inheritance regimes came from Hon. George Wood with Hon. Robert Godlonton's support. Both are Eastern members. Bleek questions their motives and believes the more cosmopolitan House of Assembly will dismiss it. He indirectly calls this an attempted deprivation of women's vested rights.

The Legislative Council (the upper house) and the House of Assembly (the lower house) were the two houses comprising the Parliament of the Cape of Good Hope during this era of Representative Government (1853-1872).
